This refers to the assistance of individuals and families whose normal functioning has been hampered due to difficult and dysfunctional situations that may be caused by poor health conditions, natural and man-made calamities and other crisis situation.

This program is intended to provide relief, restoration and rehabilitation services to victims of natural calamities and social disorganizations as well as prepare the people in the community to cope with disasters and to prevent loss of lives and properties.
